You are correct to point out, that the applicability of Vessel Bridge to
Bridge Radiotelephone requirements was amended in 2002 by Section 321 of the
Marine Transportation & Security Act of 2002 (

effective by a regulatory change we published on July 18, 2003 (
<http://www.gpoaccess.gov/fr/retrieve.html> 68 FR 42598).  and is currently
reflected in the Code of Federal Regulations (

COMDTINST M16672.2D, Navigation Rules, International - Inland, reflects the
rules effective on the date of its promulgation--March, 25, 1999 (as does
our website).  Changes and typographical errors to the COMDTINST are noted
in on our 'Changes to the

webpage; inadvertently, we have failed to note the changes to Vessel Bridge
to Bridge Radiotelephone section accordingly.  Now that you have brought it
to our attention, we will certainly do so in the next few days, and, in
future editions of COMDTINST M16672.2D.  Note, we have no control on what
other publishers may or may not do in this regard.
