T&T: Accident Reporting

I have been suspicious, but only recently found the confirmation that 
accidents that happen to US flag boats, that includes recreational, are 
required to file reports with the USCG. The fine is like $1000, maybe 
$5000 and it may be a daily fine, not sure about that.
This means a US documented boat having an accident on the Mexican coast, 
the master is required to file a report with the USCG.

The confirmation is in the latest edition of Farwell's Rules of the 
Nautical Road (2004 ed). I don't have time to find the page number or 
cite the CFR.

Please don't complain to me about this state of affairs as I am not 
necessarily in agreement with it.
