T&T: Digital Nautical Charts

I've just downloaded some charts from the NGA web page but I can't open
them.  Their extension is "RTP".  I thought I had installed a program to
open these but now I can't find it (or maybe I just thought I installed the
program).

 

I've search Google and tried to find the answer on the NGA site to no avail.

 

Can anyone out there give me a hand?
