Yes,
The 300 days sea time is required but previously you could self verify if 
you ran your own boat. However, now since everything is done at the new 
National site it takes the flexibility away from the Regional Exam Center. 
Some of the sea-schools will take care of the paperwork and might be able to 
let some unqualified people thru, I just don't know since the operation is 
so new.
In reality the CG likes to issue the small boat licenses because it gives 
them something to take away from the careless or incompetent boat driver 
when they have an incident.
