Your logic is sound (as if I have to tell you)... and yes there is a breaker on the AC panel but no wiring to it from the heater... hence my query.  I will have another look, get the model etc and try to get a schematic.

  If you don't already have one, you might want to go to the water heater manufacturers web site where you most likely can get a manual (usually in PDF) with wiring schematic as well as options on different ways to tie the unit in to the electrical and exchanger systems.   Do you have a breaker on your A/C distribution panel for the heater?   One would think that if the capability is there on the heater, it would have been wired to the breaker on installation.   If there is no breaker, and the heater is set up for exchanger and 110 operation, you may have to add another breaker for the heater.   If there's no room for an additional breaker on your A/C panel, you may have to add another panel or perhaps a separate A/C breaker switch for the heater only.   First step I would take would be to consult the manual for your particular make and model.

    Catching up on my mail after computer crash.  The water heater works well on Wood Duck while using the exchanger.  As best I can tell the 110 side of the heater was never connected. Does anyone know if the element is present in all heaters... does it just need to be connected?  or are there other issues?

      Has anyone replaced their water heater on a 26?  Mine is leaking. It is a Seaward 6 gal rectangular shape.  The heat exchanger  outlets are on the rear of the heater.  Are there any reasons for the rear instead of front? It looks like the front exchanger outlets would be easier to install and more accessable for maintenance.
