On our boat Amity we were wire from the wheel house to the engine room and 
hydraulic from there to the rudders. We had manual backups to all our wire 
systems. As for the steering we had located adjacent to the rudder a 
hydraulic help pump with a removable wheel. Engaging the system involved turning a 
few valves and attaching the wheel to the pump. The system was located in our 
dive-sport room where communication with the bridge was by phone or radio.
