My advice for you would be to the the route using Eastern Erie and Oswego 
canals. (Hudson River to Albany/Waterford, Erie Canal to Oswego Canal to 
Lake Ontario.) I don't think you need to get down to 15' this way, but more 
like 21'. Double-check by going to http://www.nyscanals.gov/, specifically 
http://www.nyscanals.gov/exvac/boating/bridgeheights.html.

Most boaters drop their gear at Troy, NY, or the free docks at Waterford.
