I was thinking just that.  

Capable of planning > 12-15knots for 50 miles with 4 adults, or 2 with scuba gear.

As John says, that's often contradictory with the light enough to drag up the beach requirement, but I'd bet it is possible with the right materials/design so you can keep engine power < 25hp.

The other thing not mentioned so far is prop protection.  Whether running onto a beach or up a river in British Columbia, I've often wondered about more prop protection.  So Canadians we met up one of the fjords in B.C about 10 years ago had a yamaha outboard with a water jet foot. That was quite a large engine if I remember right.
