Just a thought, can you put your dog in your dink offshore, take him/her for a ride during fueling (or in a worst case charter a slightly large boat for a couple hours for a doggie ride), or make friends with someone at anchor who will keep an eye on your dog during fueling.
Seems easier/cheaper to keep the dog off the dock than getting that much fuel delivered offshore.
One last question, are there any 3rd party quarantine services? It would seem that there would be a business opportunity and someone may have filled the need. Maybe I'm too used to all the ads in Los Angeles for pet spas, dog ranches, etc.
