[PUP] Panama Canal

There is presently under construction bid a 3rd lane of travel for the 
Panama Canal that is intended to accommodate 1200' ships.

When it is complete the current 2 lanes will be dedicated to smaller 
vessels.  I have not been able to find a recent projected completion date.
