The way I carry my wine across the border is to have box wine on board and
to have had as least a couple of glasses in the days before I cross the
border. When asked by customs in either direction I declare what ever
partial boxes of wine are on the boat. I have never had a single problem
with this approach and I have been doing it for awhile.

Customs does not seem to care about partially used containers of alcohol. 

Box wines are getting quite drinkable and they last a long time when opened.

With a little planning you can set up making your own at the U-Brew stores
in sydney, nanaimo, or pt. mcneill. A 2 to 3 month backa and forth schedule
would work well, your wine would be waiting for you, and the quality and
price are quite acceptable.
