George,

The Department of Roads in Queensland will allow you to pull an
application form off their Website, and you should be able to register
your boat for a $173 fee via the mail. They don't want to see the boat.
>From this you are well and truly flagged (also gives you a subsidized
diesel price when in QLD waters)

Just be prepared to get hit around the head by customs when you make
landfall in OZ. 5% Duty on the price of the boat, PLUS 10% GST on top of
that product. You can create a business entity in NZ and register it
there, but can't go there without paying their taxes, and you have to
get your boat out of OZ frequently until you wear out your welcome.

Paying the taxes is inconsequential in the grand scheme of things IMHO
