[PUP] Pepper spray

We're  not too sure which islands call pepper spray illegal, but we have 
never  been asked about it on a customs form. We do carry this, which is one-up on 
 pepper in both strength and range:

In  our experience, the days are gone when your boat will be "rummaged" by 
customs  unless they have a reason to suspect you are trafficking or have a boat 
full of  undeclared weapons. Of course we have not been everywhere. Even so, 
I can't  imagine any punishment worse than confiscation and we're willing to 
take  the risk.
