[PUP] International Certificate of Competency

I saw this on another list:

Many (if not all) EU countries seem to require an International
Certificate of Competency or something equivalent for the skippers of
visiting boats longer than eleven meters. Does anyone here know what is
considered equivalent? OUPV? ASA? I can't find anything that seems to
definitively answer this question. If anyone has had to deal with this
and knows the answer, I'd be very interested.
