That is correct.  Polyester is a poor secondary bonding agent.  When 
fiberglass boats are originally laid up the multiple layers of glass & resin 
form a molecular bond with each other.  After the polyester resin has fully 
cured this bond no longer takes place.  Polyester resin can creat a 
mechanical bond with aged fiberglass but it is a poor bond at best.  Epoxy 
resin creats a tenacious secondary bond to polyester resin & should be used 
for fiberglass repairs.  Polyester resin, including gelcoat, cannot be 
applied over epoxy resin.  Epoxy should also be used when glassing over 
wood.  Epoxy bonds well to wood.  Polyester resin does not.  Also, make sure 
you get an epoxy suitable for the temperature & use intended.

If I am correct, it is OK to laminate epoxy over ester resin but not
resin over epoxy.
Can anybody confirm if I am correct?
