GL: pump outs

In Virginia, The Commonwealth's "Sea Grants" (a joint project between the
Federal Government and the Commonwealth of Virginia) are to defray the cost of
the installation of the equipment, not for the actual pump outs.  This is
after an extensive application and proposal for this installation (for which
there is no compensation), to attain a "Virginia Clean Marina" status.
Further, often the installation costs exceed the grants.  The "grants" do do
not pay for the pump outs, labor, or municipal sewage fees.
