GL: A Creative Solution to Pump out Fees

How can charging an added tax on all fuel be considered a "fair tax"?  The
majority of boats are small and don't have holding tanks.  These boat owners
are of the "weekend" variety.  Even if the boat does have appropriate
"facilities" aboard, they are rarely ever used.  Why should all boat owners
pay a tax for something they'll never need or use.  The "pay as you go (so to
speak)" system seems to work best in this case.
