 The Canadian charts you must buy, but all the US NOAA charts are
available on-line at the URL you have been given.

Then, you can go to http://tinyurl.com/cvqw7z and download SeaClear II
with its companion program MapCal II and with a little work on your part
studying, you will be off to the races with a very nice charting program
that:
1.  Interfaces with your GPS
2.  Has an output for an autopilot to steer a multi-waypoint course.
3.  Has automatic chart call-up as you move along.
4.  Creates a log of your trip.
5.  Has AIS display capability.

All of the above is for free.  Just requires a little work.
