After reading the news paper account it seems This guy focuses on paper work
that has to do with registration of the boat someplace

The article states that Florida requires ALL BOATS to be registered in some
state.

 

How do they handle US DOCUMENTATED boat ?  I am from Washington State and
they do have boat registration BUT mine IS NOT Registered as it is
DOCUMENTED.

 

What is the Florida Law ???
