GL: New York city anchorages

You can anchor off Liberty State Park, west of St of Liberty ( ~ 40-41.725N,
074-03.856W).  10 feet of water and close to a dinghy dock in park.  We've
stayed there and it's ok; well protected from wakes in outer harbor.  People
in area say not to leave dinghy at State Park dinghy dock unless padlocked.
We walked the area and did not lock dinghy and had no problem though.

WOW, mooring balls at West 79th Street are now up to $30 per night.  That is
a
far cry from the $75/week in 2003, when we were last here.  I'm wondering if
there is anchorage (or mooring balls) anywhere else in the area.  It seems
to
me that someone had mentioned anchoring off/near the Statue of Liberty.

Also, I will need to drop our mast on the way up the Hudson River, somewhere
before Waterford.  Can anybody recommend a good and inexpensive place.
