GL: New York city anchorages

WOW, mooring balls at West 79th Street are now up to $30 per night.  That is a
far cry from the $75/week in 2003, when we were last here.  I'm wondering if
there is anchorage (or mooring balls) anywhere else in the area.  It seems to
me that someone had mentioned anchoring off/near the Statue of Liberty.

Also, I will need to drop our mast on the way up the Hudson River, somewhere
before Waterford.  Can anybody recommend a good and inexpensive place.
