GL: NYC Transit Harlem and East rivers tommrow

Hi looking for some local information, Presently at 79th St Boat Basin and wondering if you acn transit the Harlem River--or when tomorrow june 8th would be a good time to run with the tide towards Long Island Sound?--Does City Island have anything of maritime intrest? A safe dingy Landing.
