You don't give much detail on the location, so I don't know if this will apply
in your situation.

We went with cheap indoor outdoor carpet. It's thin, so growing things isn't
an issue. We just cut it to match the cockpit and it sits there. Every so
often we take it on the dock and flip it upside down and hose out any dirt and
debris. It's 2 years old, looks fine and has never shown any inclination to
blow away. When the time comes we can replace it for $20.

If you really need snaps, you can buy a snap kit and because it is realtively
thin, you can easily add your own snaps.

We like it as it is easier on the feet. Since it is relatively thin it dries
out fairly quickly. It tends to keep dirt and debris out of the cabin.

Snip:
Looking to put carpeting on the upper deck of the boat. It will be exposed
to
the elements 24/7 so will need to be of good quality. The plan is to have it
snapped down in order to be removed for needed cleaning. Any & all
suggestions will be greatly appreciated.
