GL: permits for hauling trailerable boats

When I got my boat, it was transported across the country from Washington 
State to Rhode Island.  It sat at a rest stop outside Connecticut for 4 
days waiting for the required Connecticut State Police escort to become 
available, in spite of prior arrangements having been made.
