Your fuel consumption of 5 gph looks light, particularly at a 25 kt cruising speed. 5 gph probably equates to 75 hp for an efficient 4 stroke outboard. I don't think 75 hp is going to push you to 25 kts, maybe 12-15.

How much do you weigh. That will tell the tale.

Otherwise crusing costs are a matter of preference- marina stays and eating out. YMMV.
