GL: Windlass cover

One thing that a cover does is to keep the water moisture around the object 
longer than if allowed to dry in the exposed sun and fresh air. If the cover 
is not completely water proof, then you will be trapping moisture under it 
for a longer dry out period.
The real answer also is dependant upon what your windlass is made of. My 
IDEAL windlass is all stainless steel and as such, does not require 
covering. The previous owner did have a cover for it but I dont use it. Here

Regularly risning with fresh water and regularl soap and water should 
suffice to take care of the outside. The gypsy chrome should be waxed 
occassionally.
