Bill, blame this squarely on the Georgia Congressional Delegation. Money
for dredging is allocated annually to the delegation. The normal process
would be for them to use it to fund the Corps of Engineers and have it used
for what it was intended. But, they don't. They allocate it where it will
get them more votes.
If you are truly interested in this subject, join the A-ICW Association
(www.atl <http://www.atlintracoastal.org> intracoastal.org). You'll learn
about the tricks these people play, and become part of a lobby to help make
it better.
If this sounds familiar, think of New Orleans. Money for levies was
diverted to "more important" things (and in that case, corruption). Then,
there was this little storm that blew off the Gulf...
