GL: US boats in Canadian Waters

I have followed the discussion on the Canadian "potty" laws, and as an
American I believe we are mistakenly picking on the Canadians. Most of the
waters to which these rules apply, the Great Lakes, St. Lawrence and Lake
Champlain are joint US-Canadian waters.
I believe it is a treaty between the US and Canada that controls, not
Canadian (or US) statutes. Thus for the most part we can blame the US
Senate that approved the treaty.
As far as the special rules on Lake Champlain we discussed this a year ago
and it was repeatedly pointed out that Vermont's political approach to many
things was different than much of the rest of the United States.

customs officers and coast guard as way above norm.
