In response to Ed's post, as an Ontario resident, I have not heard of a
prosecution of anyone for having a Y valve arrangement which has been locked
out. That is what I have on my boat, although admittedly I have never been
inspected. There is some ambiguity in the second last sentence. While I have
not heard of it being raised, it is very arguable that where a Y valve has
been locked out, no means of toilet waste removal is provided other than
the pump out fitting. If I remember correctly, this Ontario regulation dates
from about 1970, so it is no wonder that there is no provision for
composting toilets!
Bottom line, you would be far from the first boater to come to Ontario with
a Y valve. As long as it is locked out, I don't think you have anything to
worry about. The Ontario Provincial Police who, for the most part are the
law enforcement on our waters, are stretched quite thin and are more
interested in drunk boaters.
