Your thoughtful email is most appreciated. Maybe cheap tests should be
conducted with a variety of derelict test boats or, if necessary, test sleds
with gasoline, electronics, and engines on. Have electronic diesels gone
through.

Was there no forethought as to the impact of this barrier? Off-loading red
flag barges is costly and damages the cost advantage enjoyed by barge
transport.
