I called Morehead City, NC US Customs today and found out that Mike
Maurice's offline advice is spot on. However, this is an unusual case. Since
they are not entering the US on their "Swedish boat" they do not need a
Cruising Permit. Rather, they just go to the Customs office 3 or 4 days
before departure *from the marina* and receive a clearance from Morehead
City Customs. [Points made by Mike.] Then they proceed via the ICW to
Charleston, SC where they repeat the process and depart for Bermuda and the
Caribbean. The agent with whom I spoke recommended that they make an
appointment because sometimes all the agents are out clearing ships. Very
nice woman on the phone.

What about the separate requirements for a cruising permit and the
requirement to report upon entry and departure from every darned port? I
really need to understand these requirements for a Swedish couple here in my
marina who have registered their previously US boat in Sweden and will
proudly fly the Swedish flag. The boat won't be entering since it is already
here!
