There's actually a mapper called Fugawi?   I wonder if they got their name 
from an old Johnny Carson joke from about 40 years ago ... where he 
explained that the indians were out hunting, realized they were totally 
lost and said "Where da fugawi?"  And that's how they got their name.

If you don't understand the joke, I ain't gonna explain it.

I have used both Fugawi www.fugawi.com and Coastal Explorer with success.
Fugawi is considerably cheaper than CE They both accept NOAA raster and 
S-57
charts and Fugawi will also accept Navionics chart cards (with a 
proprietary
card reader which is not too expensive).
