Corroseal is the best solution www.corroseal.com It is a rust converter and
primer for other paints such as those made expressly to coat bilges. In
Interlux offers the latter in gray and white. In all cases, excellent
ventilation is required.

In any painting project, preparation is all! Flaking paint and loose rust
must be removed. This is no fun - especially under the engine. Often,
sandblasting is used as the first step in surface prep, followed by rapid
clean-up and Corroseal application.

Another product is Ospho which is also a converter/primer. It too requires
surface preparation and is applied as a paint. However, most commercial
vessels use Corroseal.
