Kroil or PB Blaster (one of which should be at your local auto parts store) 
are also great penetrants that work where nothing else will.

To get rid of rust on chrome or SS, Nevr-Dull works very well. It's an 
impregnated wadding in a blue can and makes short work of what's known as 
"ghost rust" on those materials. It also seems to leave a little behind that 
keeps it rust free a bit longer. However, any exposure to salt water will 
start that process over again. You could wax it as well; Collinite Fleetwax 
paste is the longest lasting I've ever found. Barkeeper's friend would work 
since it has oxalic acid in it, but I'd worry that the abrasives in it would 
turn a mirror finish into a satin finish.

Polyurethane paint works well on fiberglass in engine rooms or wherever on 
the boat.
