Coral,

Are you looking for just paper charts or charts for your PC as well?

NOAA has a (looks like new) cool site at
http://www.charts.noaa.gov/ENCs/ENCs.shtml 
It looks like NOAA is replacing the Claris Server that did distribute
charts.

Select the "Find A Product" option.

It will bring you to a graphic with an interactive map of the US. You can
plot a route on the map and they will tell you which raster charts (RNCs)
and which ENCs cover the route you specified. You can then download the
charts which have relatively current Notice to Mariners applied. 

It really looks like a good job.
