Actually, in many areas of the country, you could.  30 amps x 120v is 3.6kw.  Multiply by 24 hours gives 86.4 kilowatt-hours (kwh).  If the local rate is 12 cents/kwh (not an unusual rate these days), that would be $10.37 a day, in your (clearly extreme) example.  So a marina rate of $3 a day could be a bargain if you use the air conditioning or heat.

As for why they don't just add it into the per foot rate, you are probably right.  Just a gimmick to make their rate look lower than it is.
