So, if you pay the property tax in NC, do you also have to pay it in your
home state?

I wouldn't talk about that, Graham. There are financial incentives out
there for people to turn you in.
In NC, the law is your are responsible for the tax if the boat is in NC on
January 1st. What's supposed to happen is the dockmaster at the marina
takes a census of those present and turns it in to the county tax agency.
If you're not at a marina, you're supposed to turn yourself in. (Yeah!
Like that's going to happen!!!) I can tell you that Craven and Carteret
counties, and the City of New Bern, which has it's own additional flavor of
the tax, are most serious about collecting "their" money. If they come
after you, say, in 2012, you'll be facing the the accumulated tax liability
as well as accrued penalties.
Hey, an informed consumer can avoid this stuff. And, cost avoidance is a
genuine form of wealth accumulation. (But then, I observed on the loop last
year that Canada's free health care system isn't free, so I guess it's just
a matter of picking the taxes you like to pay.)
