GL: Marina work overcharge wars

The marina owner may have already put a mechanics lean on the boat in  
which case the owner no longer has a clear title and the amount must  
be paid if the boat is sold.  Also, the marina may have the boat out  
of the water and on the hard, so it can't be taken out of the marina  
without the bills being paid in full.  Clearly the marina has the  
upper hand.  The owner is stuck with having to resort to the Better  
Business Bureau, Boat U.S., his insurance company, lawyers and use of  
bad publicity.

More often than not, marinas fear bad publicity, particularly if the  
boat owner is a member of one or more large boating organizations  
such as yacht clubs, Power Squadron or Coast Guard Auxiliary,  
Americas Great Loop Cruisers Association, etc.
