GL: Marina work overcharge wars

How about paying the insurance-covered bill with the insurance money and the second, disputed bill, with a credit card.  Then get the boat out of the yard to somewhere else.  At that point can't the boat owner contact the credit card company and dispute the bill?  He would then have time to get an attorney, experts, etc. and line up his plan of action.  Maybe sue in small claims court.
