That's not entirely true in either Canada or the US.   Most humane societies
and vets in either country do have  universal scanners. We have Avid chips
in both our pups and from time to time  we've checked they can still be
read.  Both our dogs were chipped in the US many years ago and it's really
your added defence to safeguard them while travelling by boat in strange
waters. Naturally a collar and up to date  tag is the best way to travel.
