Toby,  Yes!   Take your documentation, bill of sale, drivers license and get 
a sojourners permit.   I have a documented vessel, not registered in any 
state, and obtained the Florida permit last month in Bradenton.    I downloaded the 
forms from Cruisersnet.net and filled them out prior to visiting the tax 
collector.
