GL: FL Boat Registration-Tax-Permit

Bob, your posts are very help thank you.  
My situation is that my documented trawler, Consort, can not be registered
in my home state, SC, because SC officials say they would violate the SC
boating laws/regulations if they registered it. They say it is already a
federal registered.    I do pay property tax annually on the vessel and have
a paid tax receipt. 
My boat is currently in FL heading toward the Keys.  So do I take my
document and paid tax receipt to get the FL Sojourners permit?
