 From a quick Google of baggywrinkle, I get this very accurate 
description of the term:

"Baggywrinkle  is the "scruffy-looking padding used on shrouds to 
prevent chafing. chafe against the spreaders or shrouds, wearing away 
the sail to the point where it could rip in a big blow."
