It was probably the local boater option that is offered in Florida. You can
register with US customs and border protection and receive a card that allows
you to participate in the program. IF all aboard the vessel have this card
this allows you to call in and Border protection has the option to waive the
in person visit. Everyone on the vessel must have the card.

I was able to get this by setting up an appointment at the Fort Myers airport
and I think you can do the same at most south Florida airports.  I believe
this only is good for entering at Florida ports.

You must appear in person to apply for the program and have passport and in
the case of captains the appropriate registration information on your vessel.
(VIN and documentation information.)
