Brent,  You are correct!  The Florida Statute states that  the owner of any 
vessel already covered by a registration number awarded by  another state or 
the US Coast Guard for a federally documented vessel shall  record the number 
prior to operating the vessel on the waters of this state in  excess of 90 
days.  

Sojourner registrations are issued to those vessel owners who remain in  
Florida for more than 90 days, but intend to return to their home state and take  
the vessel with them. 

You may wish to retain some proof of the date you left the previous  state.  
Note that the permit expires on your birthday.

Prior to applying for my permit, I downloaded the application form and  
instructions from Claiborne Young's

(I found it listed under Okeechobee).
