GL: Vermont and Lake Champlain

Could we change the subject line in this thread to "Lake Champlain and 
holding tanks" or "VT, NY and Lake Champlain"?   Vermont may have a visible 
contingent of environmental activists but the inconvenient regulations being 
discussed are law on both sides of the Lake.
