Vincent:

Please, before we start another rant about insane Vermonters, note that Lake 
Champlain belongs to Vermont and New York states with the boundary running 
more or less down the middle.  The same regulations were adopted and are 
enforced on both sides of the Lake.  Confusion can arise because the Coast 
Guard also patrols the lake but they will only inspect for compliance with 
the more lenient Federal Regulations applying to no-discharge zones.
