GL: No discharge zones

So if I understand this correctly, if I take my boat into VT waters my
discharge hose between the Y valve and the through hull has to have a
removable section in it and while I'm in VT this section must be removed and
stowed. In addition there must be plugs or seals of some sort in the line
at the two open ends.
Now if I'm the guy that does this to my system does that not mean that I
will be the guy that reconnects it at some time in the future. So it I do
it correctly and use the correct type of fittings what's to stop me from say
at 2:00AM connecting the hose, dumping in the middle of the night and
disconnecting it once again at 2:25AM. Next thing you know they will figure
this out and we won't be allowed to have tools that in fact facilitate
putting the connection back together on board the boat. So that would mean
no screwdrivers, pipe wrench or Channel Lock pliers.
How to say this delicately? Being a male and the fact that I own several
weapons, an eye patch and a head bandana gives me all the necessary
equipment to go out rape and pillage villages. I'll have to sell my car as
well because it is capable of going over their speed limit what ever it is.
Well here is a novel concept, like with the car if you catch me speeding
arrest me, and if it is egregious enough sequester the car. Do the same
with pumping overboard.
I guess I just won't be going there.
BTW our Feds are just as dumb. At Ocracoke Island in NC we have a very nice
dock called the Federal Docks. This is a National Parks and Wildlife
marina. It is the remains of a WW II PT Boat base that is now a marina.
The slips are nice and are available on a first come basis. The time limit
per stay is one week. You then have to leave for 24 hours and you may then
return if space is available. There is no pump out available at this
marina. The only pump out on the island is at a private marina that in fact
charges $25.00. Anyone one what to guess what is happening here?
