BTW, can anyone tell me where there are FREE pump-outs in Vermont? Seems to 
me that if the guvment was serious about wanting people to do the right 
thing, they wouldnt be making it difficult for you to do so. Fee and tax 
policy is known to alter citizen behavior. People will go out of their way 
to avoid/circumvent taxes and fees if possible.

We should circulate the list of FREE pumpouts in Lake Champlain to all the 
Great Loopers !
