Yes the waste from the few remaining dairy farms adjacent to the lake is the 
major offender to the spring run off of the feces from the cows.  I lived 
beside Lake Champlain for 38 years and can speak from first hand experience, 
don't try get any action from the state regulatory bodies. They are the 
'sacred cow'  There are regulations regarding farms not spreading manure on 
their  land  after a certain date in  the late fall, and waste pond 
containment requirements,  the enforcement of which was a joke in northern 
Vermont.  Yes we cruisers set a very good example on the waterways we pass 
through.
